Saudi Arabia’s Vision 2030 is the most ambitious national transformation program in the Kingdom’s history. With over $1.3 trillion in planned investments across tourism, infrastructure, manufacturing, entertainment, and energy — the scale of construction and industrial activity underway across the Kingdom is unprecedented.
For the safety equipment and PPE industry, Vision 2030 represents a structural demand shift — not a temporary spike. The scale, duration, and geographic spread of Vision 2030 projects means sustained, growing demand for certified safety equipment across Saudi Arabia for the next decade and beyond.
The Scale of Vision 2030 Construction Activity
- NEOM — $500 billion mega-city in Tabuk province. At peak, NEOM will employ an estimated 100,000+ workers on-site simultaneously.
- Red Sea Project — 50 luxury hotel islands across 28,000 sq km of coastline. Construction workforce of 60,000+ at peak.
- Qiddiya — Entertainment city near Riyadh covering 334 sq km. Major earthworks, infrastructure, and vertical construction underway.
- Diriyah Gate — Heritage and cultural district on the outskirts of Riyadh. Multi-billion riyal construction program.
- King Salman Park — 13.4 sq km park in central Riyadh — one of the largest urban parks in the world under construction.
- Roshn — 400,000 residential units across the Kingdom under the Public Investment Fund’s housing arm.
What Vision 2030 Means for PPE Demand
Mandatory PPE on All Giga-Projects
Every Vision 2030 giga-project operates under strict HSE frameworks enforced by the project developer, main contractor, and Saudi regulatory authorities. MOMRA inspections are frequent and unannounced. Workers found without compliant PPE face immediate removal from site — and contractors face financial penalties.
The mandatory PPE baseline across all giga-projects includes: safety helmet (EN 397), safety boots (EN ISO 20345 S3), hi-vis vest (EN ISO 20471 Class 2), safety gloves (EN 388), and safety glasses (EN 166). For certain trades, respiratory protection and FR workwear are additionally required.
Geographic Spread — New Demand in Underserved Regions
Vision 2030 projects are deliberately distributed across Saudi Arabia — including regions that previously had minimal industrial activity and therefore minimal PPE supply infrastructure:
- Tabuk / Northwest KSA — NEOM and Red Sea Project have created massive PPE demand in a region previously served only by distant Riyadh or Jeddah suppliers.
- Asir / South KSA — Tourism and infrastructure projects in Abha, Jizan, and the Asir highlands. RAF Safety’s Al Khamees Mushait branch is uniquely positioned to serve this market — the only major PPE supplier with a physical presence in the south.
- Al-Ula / Northwest — The Royal Commission for AlUla’s heritage tourism projects require ongoing construction PPE supply.
Saudization and Safety Training Demand
Vision 2030’s Saudization targets require increasing percentages of Saudi nationals in construction and industrial roles. Saudi workers entering these sectors for the first time require safety induction training, PPE issuance, and ongoing compliance management. This creates sustained first-issue PPE demand beyond project construction phases.
Key PPE Categories Driven by Vision 2030 Projects
High Visibility Workwear
The sheer scale of vehicle and equipment movement on giga-project sites means hi-vis vests and coveralls are among the highest-volume PPE items. RAF Safety stocks EN ISO 20471 Class 2 and Class 3 hi-vis vests and coveralls in bulk — available for project-scale orders with rapid delivery across KSA.
Safety Helmets and Headwear
Multi-colored helmet systems are commonly used on giga-projects to visually identify worker roles and clearance levels. RAF Safety stocks Vaultex and Honeywell helmets in a full color range, with Class E electrical protection options available.
Work Gloves — The Highest Volume PPE Item
On large construction sites, work gloves are consumed at rates of several pairs per worker per week for heavy tasks. RAF Safety’s own-brand leather work gloves — manufactured at our Pakistan facility, CE marked and EN 388 certified — offer the best combination of durability and cost for high-volume project requirements.
Dust and Respiratory Protection
Large-scale earthworks — particularly at NEOM and Qiddiya where millions of cubic meters of earth are being moved — generate significant dust exposure. N95 respirators (3M 8210, 8511) and disposable FFP2 masks are high-volume items for these projects. RAF Safety maintains consistent stock of 3M respiratory products across all four branches.
